An innovative e-learning platform is empowering Armenia’s customs and tax officers to promote transparency and prevent corruption—advancing Dexis’ mission of accountable governance.
On October 16, 2024, the Armenia Integrity Project (AIP), in partnership with Armenia’s State Revenue Committee (SRC), launched an innovative e-learning platform that equips customs and tax officers with essential training on integrity, transparency, and accountability. This platform, funded by USAID, reflects a collaborative drive towards reducing corruption and promoting ethical practices within Armenia’s public sector—a mission strongly supported by Dexis, a global leader in fostering good governance through specialized capacity-building programs.
Pioneering Digital Integrity Training for Armenia’s State Revenue Committee
In a powerful show of partnership, AIP and the SRC developed an e-learning platform to deliver integrity-focused education, marking a key advancement in Armenia’s public sector development. This new platform enables customs and tax officers to engage with real-life scenarios, interactive videos, and quizzes, all designed to deepen their understanding of core ethical principles. USAID Armenia Mission Director John Allelo commended the SRC’s commitment to reform: “I am pleased to be here for the launch of the e-learning platform. The State Revenue Committee is a key partner in the USAID/Armenia Integrity Project. I greatly admire your dedication and commitment to developing new systems and supporting the continuous learning of SRC employees.”
Leveraging E-Learning for Sustainable Impact
This e-learning initiative is a significant component of the Guidebook on the Code of Conduct for Customs Service Officers, supported by AIP to foster integrity and transparency within Armenia’s customs division. The program offers accessible, flexible training that will soon reach over 1,000 customs officers, empowering them with essential ethical guidelines and critical-thinking skills to apply in complex situations. The platform’s impact has been so positive that the SRC has now extended the training to over 200 tax officers, demonstrating the project’s adaptability and potential for broader application.
Enabling Flexible Learning for Armenia’s Revenue Officials
SRC Deputy Chairman Rafael Gevorgyan highlighted the platform’s role in modernizing training, stating, “Using the electronic platform will allow us to implement our educational process more efficiently. It will promote greater transparency, help prevent corruption, and elevate the overall education and capacity within the State Revenue Committee.” The platform’s flexibility enables participants to complete courses on-site, remotely, or online, making it accessible to officers in even the most remote regions of Armenia. Testimonials from participants underscore the platform’s convenience and effectiveness. “Since I work in a regional territorial division, I participated in the training online,” shared one participant. Another added, “You don’t need to spend time attending in-person training, as you can access the course from anywhere.”

The Armenia Integrity Project demonstrates Dexis’ commitment to fostering transparency and accountability across public institutions worldwide.
