Dexis manages multiple US-based contracts, embedding technical subject matter experts and administrative support staff in agencies including USAID, the State Department, the Department of Defense, the Center for Disease Control and Prevention, and Health and Human services.
We work alongside USAID’s Bureaus for Asia; Policy Planning and Learning; Global Health; Legislative and Public Affairs; Food Security; Economic Growth Education and Environment; Democracy Conflict and Humanitarian Assistance; and Development, Democracy, and Innovation to support development objectives.
We also provide assessment, monitoring, and evaluation services to the State Department’s Bureaus of Political-Military Affairs; the DOS Bureau for International Narcotics and Law Enforcement, Office of Western Hemisphere Programs; and the Department of Defense’s Office of the Secretary of Defense. Our nimble organizational structure and robust personnel management approach allow us to recruit and retain top talent to work both in-person and remotely when necessary.

Enhancing governance, health, and development in Asia with USAID and CDC support
Dexis has worked across Eastern, Southern, and Central Asia, implementing programs and activities in agriculture, stabilization and conflict management, justice and rule of law, democracy and governance, and monitoring, evaluation, and learning. Working with USAID and the Center for Disease Control and Prevention (CDC), Dexis’ regional work includes incorporating collaboration, learning and adaptation strategies to build the capacity of technical teams; improving development approaches in communities affected by conflict; strengthening global health systems; improving the quality of legal services for citizens; and working to increase exports of products across the region. Over the past five years, we have fielded over 500 personnel and consultants for short-term technical assistance. In Vietnam, Dexis supports CDC/PEPFAR activities helps implement HIV/AIDS prevention, treatment, and care programming. For USAID/Asia Bureau, Dexis collects, analyzes, and disseminates data and findings about USAID’s activities across the Indo-Pacific region, providing cross-learning to the Bureau and to Missions in multiple countries.

Working with USAID and the Department of State to strengthen anti-corruption and justice in Europe and Eurasia through various initiatives
Dexis has worked across Europe and Eurasia, implementing programs and activities in anti-corruption, rule of law, monitoring and evaluation, data collection, and reporting. Dexis’ regional work includes implementing projects and evaluations in all seven Western Balkans countries.
Currently, Dexis supports justice and model court initiatives, rule of law projects, and systems that will reduce opportunities for corruption in local and national governance. In Serbia, Dexis helps to strengthen the enforcement of judgements and the State Attorney’s Office and works with the Anti-Corruption Agency and the State Audit Institution to strengthen monitoring of public officials and government performance while also collecting statistics on corruption. In Armenia, Dexis provides technical assistance to public sector institutions to implement transparency and accountability reforms in order to minimize corruption risks.
In Moldova, Dexis works with local and national actors to foster a justice system that uniformly applies the rule of law. Under the USAID/Moldova Model Court Initiative, Dexis developed national and regional Applied Political Economy Analyses, identifying several key social, political, and economic factors likely to influence opportunities and resources available to district courts, and best approaches to address current and potential challenges. The project developed an Information and Communication Technology (ICT) systems review report, which offers guidance regarding likely future directions in technology use in Moldovan courts and provides recommendations on ICT solutions that may be developed or expanded with project assistance.
Dexis helped to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia.
Dexis fostered an efficient, accessible and transparent justice system that uniformly applies the rule of law in Moldova.
Advancing justice and capacity building in 24 Latin American and Caribbean countries in partnership with USAID and the Department of State
Dexis has worked extensively across 24 countries in Latin America and the Caribbean (LAC), including Argentina, Barbados, Belize, Brazil, Chile, Colombia, Costa Rica, Dominica, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Peru, St. Kitts and Nevis, St. Lucia, and Trinidad and Tobago. Past work has included agriculture, stabilization and conflict management, democracy and governance, and monitoring, evaluation, and learning.
Dexis’ recent work for USAID has focused on justice and accountability, monitoring, evaluation, and learning, and regional knowledge management, while our State Department projects have provided monitoring and capacity building for the Bureau of International Narcotics and Law Enforcement Affairs (INL). In the LAC region, Dexis has conducted rigorous M&E of Department of State (DOS) and USAID initiatives; strengthened and built capacity of civil society organizations to advocate for societal change; and supported the integration of MEL and CLA into USAID missions and programs across the region.
Dexis currently has a long-term presence in 15 countries and holds active business registrations in Honduras and Nicaragua. Over the past five years, we have fielded over 500 personnel and consultants for short term technical assistance, and currently have 26 long-term staff based in Honduras, Barbados, Belize, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Panama, Peru, and Trinidad and Tobago.
Dexis worked with USAID/El Salvador, the justice sector, and civil society partners to expand the reach and scale of people-centered justice services for victims of crime and people accused of crimes.
Dexis worked to strengthen Mexico’s business and investment environment through improved governance and business practices and enhanced coalitions that drove transparency and integrity.
Dexis is working to strengthen security and justice sector institutions to more effectively investigate, prosecute and adjudicate crime in order to reduce corruption and impunity in Guatemala.
Supporting governance and Monitoring, Evaluation, and Learning programs in MENA and enhancing local capacity with USAID
Dexis has worked across the Middle East and Northern Africa region to implement programs in agriculture, stabilization and conflict management, democracy and governance, and monitoring, evaluation, and learning.
Dexis has worked with USAID in the past five years in Algeria, Libya, Jordan, Morocco, Syria, and Tunisia. Currently, Dexis supports the USAID/Jordan Monitoring Evaluation and Learning Activity, providing technical assistance and services to both USAID and to local stakeholders through a Monitoring, Evaluation, and Learning (MEL) framework. Dexis gives local actors the tools and skills to conduct their own monitoring, evaluation, and learning through a “Learn by Doing” approach, and then supports those actors and organizations to come together in local communities of practice. These activities will create a local cadre of experienced professionals and organizations that can deliver MEL services to USAID and to other local firms.

West Africa
Dexis has worked extensively across 18 countries in West Africa, with projects for USAID, the State Department, the Centers for Disease Control (CDC), and the Department of Defense including Benin, Cabo Verde, Cameroon, Burkina Faso, Chad, Côte d’Ivoire, Gabon, Ghana, Guinea, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, and Togo.
Across West Africa, Dexis collaborates with USAID, the Department of State, the CDC, and the Department of Defense, as well as with host country governments and militaries. Dexis’ projects have previously focused on agriculture, stabilization and conflict mitigation, security sector reform, and monitoring, evaluation, and learning.
Dexis holds active business registrations in Liberia and Mali and has active long-term presence in Mali and Côte d’Ivoire. In Côte d’Ivoire, we support the CDC under the International Technical, Operational and Professional Support Services (ITOPSS) IDIQ, providing two global health professionals embedded at the CDC Côte d’Ivoire office.
In Mali, we are working with USAID to strengthen the rule of law, combat corruption, and support the Ministry of Justice’s Emergency Reform Plan through activities that enhance justice sector capacity, support youth and community beneficiaries to access justice, and facilitate the reduction of corruption along key trade corridors. This is the largest support mechanism for the Ministry of Justice and is recognized by the U.S. Presidential Security Governance Initiative.
East Africa
With a long-term presence in Ethiopia, Kenya, Somalia, and Tanzania, Dexis supports US government projects in the areas of stabilization, governance, and local capacity strengthening. Collaborating with USAID, the State Department, and the Department of Defense, as well as with host country governments, affiliated militaries, and local communities, Dexis has fielded personnel and staff in all of the 11 regional countries.
Dexis has experience conducting field assessments in countering violent extremism and counterterrorism in Somalia, supporting USAID’s reading program design and development in Rwanda, and evaluating USAID’s humanitarian response effort in the Democratic Republic of the Congo (DRC). In Kenya, Dexis provides organizational development and capacity building technical assistance to strengthen the role and capabilities of local development organizations, with the goal of fostering locally led and sustainable development programs. In Ethiopia, Dexis collaborated with local universities to identify, counter, and reduce inflammatory and dangerous hate speech. Dexis staff support the CDC in Tanzania, the Tanzanian Ministry of Heath, and the United States President’s Emergency Plan for AIDS Relief (PEPFAR) interagency team to improve health outcomes.
Southern Africa
USAID’s programs in Southern Africa have a broad range of objectives, including contending with the HIV/AIDS epidemic, supporting democratic processes, fighting climate change, integrating trade, and cross-cutting development projects that range from professional services support to monitoring and evaluation. For the USAID/Southern Africa Mission Support contract, Dexis provides services to support the region’s Missions and offices, including the Power Africa Office in the areas of program support, administration, financial management, and acquisition and assistance services to ensure USAID’s continuing ability to successfully implement its assistance activities. Dexis has also worked in Zambia, Mozambique, Namibia, and Malawi during assignments under the Global Health Program Cycle Improvement Project, completing a total of 126 short-term scopes of work in those countries alone.
The Sariya Bato (“Respect to the Rule of Law”) program will work with the justice sectors to strengthen justice institutions and courts, enhance access to justice, and enable anti-corruption and oversight mechanisms.
