Dexis Consulting Group is a dynamic professional services firm dedicated to partnering with government and community leaders both in the U.S. and internationally to achieve critical social outcomes in a rapidly changing world.

With over 23 years of experience, we have successfully driven projects for key U.S. Government agencies, including USAID, the Department of State, and the Department of Defense.

Operating in over 75 countries in the last three years, Dexis provides expert personnel and manages large-scale programs in international development, global diplomacy, and national security. Our deep understanding of the social, political, and logistical challenges in foreign assistance allows us to effectively adapt to emerging needs.

Our History

From One To Many

Over the past two decades, Dexis has experienced tremendous growth, transforming from a company of “one” stakeholder—Founder Mihir Desai working on a laptop in Starbucks—to a team of hundreds achieving global reach and recognition.

2001 - 2008

Subcontracting at the Start

2001

Dexis (Developing Economies X Information Systems) is born in New York City to support some of the most critical issues facing the global community.

2001

The 9/11 events. Dexis rapidly expands into economic development support for crisis countries.

2003

Dexis relocates to Washington, DC to be closer to our federal clients.

2008

Dexis expands to focus on accountability in overseas development programs, a crucial issue facing policymakers.

2010 - 2015

Emerging as a Leader

2010

Dexis supports leveraging private capital in development. Dexis wins first prime contract with USAID to support global partnerships.

2012

Dexis is among the first set of firms to advance accountability beyond overseas development and into diplomatic programming. We win our first prime U.S. Department of State monitoring and evaluation Indefinite Delivery/Indefinite Quantity (IDIQ) contract and win our first prime USAID IDIQ contract.

2013

Dexis wins our first contract with U.S. Department of Defense (DOD)/US Navy), informing the future of the company’s focus on the 3Ds (development, diplomacy, and defense).

2014

Dexis secures two major USAID prime awards in global health support and fostering cross-agency knowledge exchange, providing short-term assistance in more than 80 countries.

2015

Dexis wins USAID Small Business of The Year.

2016 - 2025

Accelerating into New Markets

2016

Dexis graduates from a small business with year-on-year revenue and staff numbers increasing rapidly to become a middle-market company, a feat demonstrated by 2.5% of small government services firms, according to a GAO report. Dexis Professional Services subsidiary launches to provide sustained staff augmentation support to domestic federal civilian clients. Dexis expands agricultural programming through the purchase of Agland Investment Services. Dexis’ quality management system receives ISO 9001:2015 certificate.

2017

Building on five years of pioneering monitoring and evaluation work at the State Department, Dexis wins two prime IDIQs to continue this work.

2018

Dexis launches our Center for Global Security and Stabilization and wins our first prime IDIQ with the Centers for Disease Control.

2019

Dexis wins our first DOD prime IDIQs to provide assessment, monitoring, and evaluation services. Dexis wins USAID/Office of Transition Initiatives (OTI) Support Which Implements Fast Transition (SWIFT) 5, cementing the company’s focus overseas on fragile states and countries in transition.

2020

Dexis acquires Checchi and Company Consulting and New Century US. Dexis greatly expands our rule of law, anti-corruption, and security training services and our global footprint, increasing our portfolio to $350 million with a long-term presence in 11 countries. Dexis commits to increase our accountability regarding diversity, equity, and inclusion.

2021

Dexis is named a Growth Engine Award national finalist in the Association for Corporate Growth (ACG) Middle Market Growth Awards. Dexis and wholly owned subsidiary Checchi are consolidated. Dexis commits to integrating conflict sensitivity as part of its organizational processes.

2022

Dexis reimagines the role of Human Resources team and invests in the People & Culture team to focus on meeting the needs of a post-pandemic workforce that requires flexibility, strives to optimize their work-life balance, and values inclusion, diversity, equity, and accessibility more than ever before.

Dexis adds Department of Labor to our client roster.

2023

Dexis continues to diversify our client portfolio by securing work with the Defense Security Cooperation Agency, assessing, monitoring, and evaluating U.S. security cooperation programming, and the U.S. International Development Finance Corporation, providing technical experts in the U.S. and abroad. 

Dexis is among the partners selected for the USAID Programming for Prevention and Peacebuilding (P4P2) IDIQ, solidifying our commitment to global conflict and violence prevention work.

Dexis consolidates all USAID international development projects under our new International Development division.

Dexis partners with CM Equity Partners, a New York-based investor in federal services companies with nearly 30 years of experience making 60 deals. The partnership allows us to scale our federal civilian business by funding Dexis Vision 2030 to become a middle market, diversified professional services firm.

2024

Dexis relocates our HQ office to a brand new space in Arlington, Virginia. With a mix of workstations, conference rooms, and huddle spaces, the custom-built office reflects what staff say they value most about in-person work — creative brainstorming and collaboration, team retreats, and impromptu meet-ups and conversations.

Dexis reaches all time high, hitting three quarters of $1 billion in total contract value, as full and open company across 45 funded contracts and task orders and 30 contract vehicles.

Mihir Desai

Chairman and Chief Executive Officer

Mihir Desai has led the evolution of Dexis from a boutique economics consultancy to a large professional services firm working on critical civilian programs for the U.S. government worldwide. Mihir was formerly a private sector development specialist at leading development consultancies, and later at the World Bank Group. He has worked with clients in over forty countries in economic growth and private investment attraction and specialized in building economic resilience in conflict zones.

Mihir is a committed advocate for accountable foreign assistance through his role as former board member on the Professional Services Council’s International Development Council and the Leadership Circle of the U.S. Global Leadership Council. He holds a BA in Economics from Macalester College and an MBA in International Business from George Washington University.

Mark McEuen

Chief Operating Officer

Mark oversees Dexis’ technical divisions, internal operations, and quality management system. Mark is committed to ensuring that well-integrated, well-communicated, and well-enforced processes further Dexis’ mission and impact. Prior to Dexis, Mark served as a Vice President and Deputy Manager of the International Health Division of Abt Associates, the company’s largest business unit, supporting 35 project offices globally. He has managed complex field-based health and development projects in the former Soviet Union and sub-Saharan Africa, and he spent five years overseas directing project site offices in Uzbekistan and Kyrgyzstan. He speaks Russian.

Jennifer Simancas

President, Dexis Professional Services

Jennifer oversees the strategy and operations of Dexis’ wholly-owned subsidiary that delivers professional staffing services. She focuses on supporting U.S. Government clients worldwide with the right mix of people, processes, technology, and infrastructure for their most critical engagements. She joined Dexis in 2004 as its first employee, serving as the primary liaison with partnering companies, consultants, and field offices while ensuring contractual compliance with USAID, the World Bank, and other government regulations.

Before joining Dexis, Jennifer supervised two media studios in Washington, D.C. and the media lab department for Catholic University of America. She has held positions with the City of Alexandria and the United Hispanics of Virginia. She is fluent in Spanish.

Natasha Hsi

Vice President, International Development

Natasha leads international development at Dexis. She is committed to delivering evidence-based programs that have real impact. At Dexis, she led the Monitoring, Evaluation and Learning Division for 6 years, managing over 120 people on contracts with USAID, the Department of State, and the Department of Defense.

Prior to Dexis, she led the business development unit at Management Sciences for Health and the International Initiative for Impact Evaluation, and she delivered technical assistance on global health projects for 13 years at Abt Associates. Natasha has managed field projects in sub-Saharan Africa and Latin America and provided short-term technical assistance in 14 countries. She is fluent in French and conversant in Spanish.

Steve Mestraud

Vice President, Finance & Accounting

Steve leads finance and accounting at Dexis. Steve has served in several Vice President and Controller roles, most recently as Controller for Westat Inc., and previously at large commercial companies like Airbus North America and British Telecom, as well as smaller private equity-backed startups.

For the last 15 years, Steve has focused on federal government contracting including four years at The Palladium Group as their U.S. Controller where he led and mentored a team of 20 staff with U.S. and international financial, accounting, and reporting responsibilities for over 30 country operations. Steve is a fellow of the Institute of Chartered Accounts of England and Wales.

Laura Dabkowski

Vice President, People & Culture

Laura is responsible for developing and executing a human resource strategy that supports Dexis’ strategic direction and growth plan. She drives employee inclusion, engagement, performance, development, and retention and sets the tone for making Dexis an amazing place to work. Laura brings a vision-driven, passionate, and hands-on approach to HR and organizational development that maximizes team performance to better serve clients and achieve business objectives.

Prior to joining Dexis, Laura consulted in HR strategy and implementation and organizational design and effectiveness. She previously served as SVP of People and Organizational Development for ABS, an international NGO, VP of Human Resources at ARAMARK for both the Higher Education and Healthcare/Technical Services Businesses, and VP of Human Resources and Organizational Effectiveness at GE Capital.

Salima Boughrara

Senior Director, Contracts, Grants & Procurement

Salima has more than 15 years of federal and commercial contracting experience with 10 years of supervisory experience. In her current role at Dexis, Salima leads and manages contract functions, including leading effective and efficient procurement, contracting, and award administration operations, with an emphasis on Federal Government contract vehicles, including GSA Schedule contracts.

Salima is also charged with the development and roll-out of policies, procedures and special projects that are responsive to both Dexis and client needs and requirements. Prior to her time at Dexis, Salima provided management and oversight of a multi-country and multi-project portfolio for the International Foundation for Electoral Systems (IFES), operating as their regional lead contract negotiator and liaison to clients. Salima is a native French speaker.

James Agee

President, Governance Practice, International Development

James oversees Dexis’ Governance practice area within the International Development Division, which was formed after Dexis acquired Checchi and Company Consulting. James leads the management of Dexis’ rule of law and anti-corruption projects worldwide. As President at Checchi.

He oversaw business development and rule of law portfolio and earlier served as Chief of Party for a USAID-funded rule of law project in Afghanistan. Prior to that, James served as Chief of Party in the Philippines and in Indonesia and as The Asia Foundation’s Assistant Representative in Indonesia. James is a U.S. Navy veteran and speaks Indonesian.

Eddy Valda

Senior Director, Finance

Eddy is the Senior Director of Finance at Dexis. In his role, Eddy oversees all Finance functions, ensuring the integrity of the accounting system, monitoring project accounting, developing financial forecasts, budgets, analyses, and reporting, and leading audit responses. Before joining Dexis.

Eddy worked for Casals & Associates and DynCorp overseeing financial management at HQ and in multiple field offices in South and Central America, Africa, and East Asia. He started his career as a Finance Manager on several USAID programs in his home country of Bolivia. Eddy received his BA in Economics.

Sudhakar Kesavan

Board Member

Sudhakar Kesavan serves as Chairman and Chief Executive Officer of ICF, a global management, technology, and policy consulting firm headquartered in Fairfax, Virginia. The firm has offices throughout the Americas, Europe, and Asia, and over 5,000 employees serving clients in the public and private sectors. The firm is traded on the NASDAQ public market (ticker symbol: ICFI).

Mr. Kesavan was named a “Tech Titan” and “industry leader” by Washingtonian Magazine in 2015, and was inducted into the Washington Business Hall of Fame in 2014.

In 2009 he was named “Executive of the Year” by the U.S. Professional Services Council. Mr. Kesavan also led the effort for ICF to become the first professional services firm in the world to go carbon neutral.

Mr. Kesavan received his master of science degree from the Technology and Policy Program at the Massachusetts Institute of Technology (1984), his postgraduate diploma in management (equivalent to MBA) from the Indian Institute of Management, Ahmedabad (1978), and his bachelor of technology degree (chemical engineering with distinction) from the Indian Institute of Technology (IIT), Kanpur (1976).

Peter M. Schulte

Board Member

Peter M. Schulte is Managing Partner and a co-founder of CM Equity Partners. Mr. Schulte’s prior experience includes corporate public and private debt and equity financing and M&A at Salomon Brothers Inc. Mr. Schulte began his professional career in large systems marketing in IBM’s Data Processing Division.

Mr. Schulte has established successful publicly traded companies, ICF International (NASDAQ: ICFI) and ATS Corporation (formerly AMEX: ATSC), and served as a director of ICF International from 1999 through 2022. Mr. Schulte also serves as a member of the Board of Directors of several companies in which CMEP has an investment position, including, Solerity, Inc., Black ICE Holdings, Inc., JANUS Research Group, Inc., BlueStreet Solutions, Inc. and Dexis Interactive, Inc.

Mr. Schulte is a graduate of Harvard College (AB) and holds a Master’s degree in Public and Private Management (MPPM) from Yale University. Mr. Schulte serves on the boards of several non-profit organizations, including Lasell University, the Rainforest Alliance and Friends of Bellport Bay. He is a former member of the boards of Marymount School in New York City, Deerfield Academy, Center for Business and the Environment at Yale University, and the New York League of Conservation Voters.

Wesley H.R. Gaus

Board Member

Wesley H.R. Gaus is Managing Partner of CMEP and joined the firm in 1998.

He is responsible for executing new platform transactions and negotiating equity and debt investments and transaction financing across the capital structure. In addition, Mr. Gaus provides add-on acquisition support for existing portfolio investments and, post-closing, operational, and financial guidance for company management.

Mr. Gaus represents CM Equity on the Boards of GracoRoberts, Black ICE Holdings, Inc., JANUS Research Group, Inc. , BlueStreet Solutions, Inc. and Dexis Interactive, Inc.

Prior to joining CMEP, Mr. Gaus was a member of the Investment Banking Division of ING Baring Furman Selz, LLC where he worked on merger and acquisition assignments and debt and equity capital markets transactions in the areas of media, retail, consumer products, industrial manufacturing, and telecommunications.

Mr. Gaus received a BS in Economics from the Wharton School, and a BSE in Systems Engineering from the School of Engineering & Applied Science through the Management & Technology Dual-Degree Program, at the University of Pennsylvania.

Jeffrey Mark

Board Member

Mr. Mark is a Partner at CM Equity Partners and joined the firm in December 2015.

Mr. Mark represents CM Equity Partners on the Boards of BlueStreat Solutions, Inc. (Chairman), Black ICE Holdings, Dexis Interactive, Inc., GracoRoberts and Solerity, Inc.

Mr. Mark was a Director in the Risk Arbitrage Group at Royal Bank of Canada. Prior to that, he spent 20 years at Bear, Stearns & Co. While at Bear he was a Managing Director in the Risk Arbitrage Sales Group.

Prior to that, Mr. Mark was Managing Director and Global Head of Agency Even-Driven Trading. He began his career in the Accounting Department at Bear, Stearns.

Mr. Mark earned a BBA in Finance from the Isenberg School of Management at the University of Massachusetts/Amherst. Mr. Mark is a current member of Business Executives for National Security (BENS). He a past Chairman of the UJA/Federation Young Leadership Wall Street Division and a past board member and co-founder of the Young Professionals of the American Parkinson Disease Association.
