Mihir Desai is the founder and CEO of Dexis, where he has led the firm’s transformation from a boutique analytics consultancy to a global professional services company managing over $500 million in prime federal contracts across 80 locations worldwide.
With over 25 years of experience, Mihir’s career has centered on operating in security and threat environments. He founded Dexis in the aftermath of 9/11 and went on to serve as an analyst and advisor in Iraq, Afghanistan, West Bank and Gaza, and other high-risk regions for more than 15 years. His work has shaped U.S. government programming in security assistance, monitoring, and evaluation—including Dexis’ early role in launching the State Department’s M&E efforts for security cooperation.
Mihir has partnered with economic security organizations in over 40 countries to deliver analytics and capacity-building initiatives that advance national security and prosperity. He is an active member of the U.S. Global Leadership Coalition and the Professional Services Council.
He holds an MBA from The George Washington University and a BA in Economics from Macalester College.
At Dexis, Jennifer has led corporate transformation, expanded capabilities into security-focused service areas, and built lasting partnerships with federal agencies. She bridges acquisition strategy, business development, and program delivery to enable agile, impactful solutions at scale.
Jennifer holds a master’s degree in Federal Acquisition and Contract Management from The Catholic University of America and is fluent in Spanish.
Sebastián Albuja brings two decades of experience advising governments, legal institutions, and multilateral stakeholders on regulatory reform, migration management, and rule of law. He leads Dexis’ initiatives with U.S. federal clients and partners in Central America to build responsive, effective solutions to migration challenges.
Prior to Dexis, Sebastián held leadership roles at the American Bar Association and the Norwegian Refugee Council, managing global programs and advising on legal frameworks and protection policies.
A recognized expert in international law, he frequently speaks at global forums and has published extensively on migration and human rights.
Sebastián is fluent in English, Spanish, and French. He holds a BA and JD from Universidad San Francisco de Quito and a Ph.D. in Public Policy from Northeastern University, where he was a Fulbright scholar.
Urvashi Vyas is a finance and operations executive with over 20 years of experience leading high-performing teams and driving strategic financial planning. She brings deep expertise in budgeting, pricing, forecasting, and financial systems to support complex, mission-driven programs.
Before joining Dexis, Urvashi served as Vice President of Financial Analysis at Creative Associates International, where she oversaw enterprise-wide financial planning, cost and pricing, billing, and system optimization.
Her career spans leadership roles at both nonprofit and for-profit U.S. government implementing partners, managing financial operations for diverse domestic and international portfolios.
Urvashi holds a degree in Finance from George Mason University and is fluent in English, Hindi, and Gujarati.
Salima has more than 15 years of federal and commercial contracting experience with 10 years of supervisory experience. In her current role at Dexis, Salima leads and manages contract functions, including leading effective and efficient procurement, contracting, and award administration operations, with an emphasis on Federal Government contract vehicles, including GSA Schedule contracts.
Salima is also charged with the development and roll-out of policies, procedures and special projects that are responsive to both Dexis and client needs and requirements. Prior to her time at Dexis, Salima provided management and oversight of a multi-country and multi-project portfolio for the International Foundation for Electoral Systems (IFES), operating as their regional lead contract negotiator and liaison to clients. Salima is a native French speaker.
Brandy Jones leads human resources and operations at Dexis, aligning strategy with business goals to drive workforce performance, employee engagement, and organizational readiness. With 26 years of experience, she brings a compliance-driven, strategic approach to human capital management — ensuring talent systems support operations in both secure and high-risk environments.
Before joining Dexis, Brandy held senior HR leadership roles in mission-focused and federally oriented organizations, including SVP of Human Resources at Social Solutions International, VP of HR at Chugach Alaska Corporation, and Director of HR at Pilgrim’s Pride Corporation. She has led HR operations for Alaska Native Corporations, global implementers, and Fortune 500 firms operating in complex regulatory and operational landscapes.
Brandy holds an MBA in Human Resources and maintains SHRM-SCP, CCP, and CBP certifications.
Eddy is the Senior Director of Finance at Dexis. In his role, Eddy oversees all Finance functions, ensuring the integrity of the accounting system, monitoring project accounting, developing financial forecasts, budgets, analyses, and reporting, and leading audit responses. Before joining Dexis.
Eddy worked for Casals & Associates and DynCorp overseeing financial management at HQ and in multiple field offices in South and Central America, Africa, and East Asia. He started his career as a Finance Manager on several USAID programs in his home country of Bolivia. Eddy received his BA in Economics.
Sudhakar Kesavan serves as Chairman and Chief Executive Officer of ICF, a global management, technology, and policy consulting firm headquartered in Fairfax, Virginia. The firm has offices throughout the Americas, Europe, and Asia, and over 5,000 employees serving clients in the public and private sectors. The firm is traded on the NASDAQ public market (ticker symbol: ICFI).
Mr. Kesavan was named a “Tech Titan” and “industry leader” by Washingtonian Magazine in 2015, and was inducted into the Washington Business Hall of Fame in 2014.
In 2009 he was named “Executive of the Year” by the U.S. Professional Services Council. Mr. Kesavan also led the effort for ICF to become the first professional services firm in the world to go carbon neutral.
Mr. Kesavan received his master of science degree from the Technology and Policy Program at the Massachusetts Institute of Technology (1984), his postgraduate diploma in management (equivalent to MBA) from the Indian Institute of Management, Ahmedabad (1978), and his bachelor of technology degree (chemical engineering with distinction) from the Indian Institute of Technology (IIT), Kanpur (1976).
Peter M. Schulte is Managing Partner and a co-founder of CM Equity Partners. Mr. Schulte’s prior experience includes corporate public and private debt and equity financing and M&A at Salomon Brothers Inc. Mr. Schulte began his professional career in large systems marketing in IBM’s Data Processing Division.
Mr. Schulte has established successful publicly traded companies, ICF International (NASDAQ: ICFI) and ATS Corporation (formerly AMEX: ATSC), and served as a director of ICF International from 1999 through 2022. Mr. Schulte also serves as a member of the Board of Directors of several companies in which CMEP has an investment position, including, Solerity, Inc., Black ICE Holdings, Inc., JANUS Research Group, Inc., BlueStreet Solutions, Inc. and Dexis Interactive, Inc.
Mr. Schulte is a graduate of Harvard College (AB) and holds a Master’s degree in Public and Private Management (MPPM) from Yale University. Mr. Schulte serves on the boards of several non-profit organizations, including Lasell University, the Rainforest Alliance and Friends of Bellport Bay. He is a former member of the boards of Marymount School in New York City, Deerfield Academy, Center for Business and the Environment at Yale University, and the New York League of Conservation Voters.
Wesley H.R. Gaus is Managing Partner of CMEP and joined the firm in 1998.
He is responsible for executing new platform transactions and negotiating equity and debt investments and transaction financing across the capital structure. In addition, Mr. Gaus provides add-on acquisition support for existing portfolio investments and, post-closing, operational, and financial guidance for company management.
Mr. Gaus represents CM Equity on the Boards of GracoRoberts, Black ICE Holdings, Inc., JANUS Research Group, Inc. , BlueStreet Solutions, Inc. and Dexis Interactive, Inc.
Prior to joining CMEP, Mr. Gaus was a member of the Investment Banking Division of ING Baring Furman Selz, LLC where he worked on merger and acquisition assignments and debt and equity capital markets transactions in the areas of media, retail, consumer products, industrial manufacturing, and telecommunications.
Mr. Gaus received a BS in Economics from the Wharton School, and a BSE in Systems Engineering from the School of Engineering & Applied Science through the Management & Technology Dual-Degree Program, at the University of Pennsylvania.
Mr. Mark is a Partner at CM Equity Partners and joined the firm in December 2015.
Mr. Mark represents CM Equity Partners on the Boards of BlueStreat Solutions, Inc. (Chairman), Black ICE Holdings, Dexis Interactive, Inc., GracoRoberts and Solerity, Inc.
Mr. Mark was a Director in the Risk Arbitrage Group at Royal Bank of Canada. Prior to that, he spent 20 years at Bear, Stearns & Co. While at Bear he was a Managing Director in the Risk Arbitrage Sales Group.
Prior to that, Mr. Mark was Managing Director and Global Head of Agency Even-Driven Trading. He began his career in the Accounting Department at Bear, Stearns.
Mr. Mark earned a BBA in Finance from the Isenberg School of Management at the University of Massachusetts/Amherst. Mr. Mark is a current member of Business Executives for National Security (BENS). He a past Chairman of the UJA/Federation Young Leadership Wall Street Division and a past board member and co-founder of the Young Professionals of the American Parkinson Disease Association.
