This assessment, conducted by a team of specialists in program analysis, agricultural economics, nutrition, and food security, focused on the performance and impact of USAID’s food aid program in Ethiopia. The team completed an independent review of emergency and development food aid activities implemented since 1993 and evaluated their effectiveness in addressing food insecurity in various regions and creating an enabling development environment.
