Bulgaria – Evaluation of the Firm Level Assistance Program

The focus of this evaluation was USAID/Bulgaria’s Firm Level Assistance Group (FLAG) program of technical assistance to small and medium enterprises. The evaluation team conducted key informant interviews and surveyed a sample of FLAG client companies in six Bulgarian cities. Evaluation issues included the effectiveness and efficiency of the FLAG assistance model, program sustainability, and replication of program benefits to firms.
