Ethiopia – Evaluation of Seed Distribution and Cash for Relief Programs

A team of senior humanitarian and crisis analysts evaluated two programs funded by USAID’s Office of Foreign Disaster Assistance (OFDA) as part of an international humanitarian response to the severe drought conditions and widespread food insecurity prevailing in Ethiopia in 2002-2003. One analyst assessed alternative approaches used by OFDA implementing partners to distribute seed in terms of efficiency, cost-effectiveness, relevance, impact, coherence and sustainability, while the second analyst evaluated innovative “cash for relief” projects by the same criteria.
