Checchi developed a case study of the humanitarian crisis in the former Yugoslavia that captured lessons learned and provided recommendations to USAID’s Office of Foreign Disaster Assistance (BHR/OFDA) and its Disaster Response Team (DART) to inform responses to future complex international emergencies. In collaboration with BHR/OFDA, the evaluation team prepared a key list of decisions and turning points and tested them through key informant interviews and field research. The team also documented inter-agency cooperation and examined the effectiveness of internal BHR/OFDA administrative and management processes associated with key decisions and turning points of the DART operation.
