In 1995 Nicaragua approved constitutional reforms that enhanced the powers and duties of the National Assembly. To assist USAID in developing a program to support these reforms, Checchi undertook a diagnostic study of the National Assembly. The study highlighted constraints and assistance opportunities with respect to administrative organization and management, legislative functions and processes, information management systems and external relationships.
