The objective of this task order was to provide USAID’s Office of Foreign Disaster Assistance (OFDA) with an independent evaluation of activities in risk management and other sectors implemented in Latin America and the Caribbean (LAC) region from 1998 to 2004. The evaluation team carried out field investigations of program training, technical assistance, disaster mitigation, and disaster response activities in the following countries: Costa Rica, Guatemala, Nicaragua, Jamaica and Peru. The evaluation focused on assessing overall program and country coverage, program management, client relations and coordination, effects and impact.
